SCC Governor Support Service - Governor Training Programme [Autumn 2015]

Published Programme for the Autumn Term of training courses offered directly by the City Council for governors either by individual attendance or on site as whole governing body sessions.  Learners First are now providing some key elements of the programme and a separate detailed programme can be downloaded from here.

NGA: Forming or Joining a Group of Schools

The guide has been published by the NGA in association with ASCL Association of School and College Leaders and Browne Jacobson Education Lawyers for schools which want to join forces as they consider whether to form or join federations or multi academy trusts (MATs) to share expertise, improve both the curricula and extra-curricula offer to pupils and further raise standards.

It is aimed at senior leaders and governors and spells out the benefits and types of collaboration, as well as the steps they need to take to form a group of schools accountable to one governing board. More than half of academies are now part of multi-academy trusts, and maintained schools are coming together in federations.

NGA/Wellcome Trust: A Framework for Governance

The National Governors’ Association (NGA) and the Wellcome Trust have jointly developed the Framework for Governance, an essential document for all governing boards to help them effectively carry out their vital role. It is a flexible guide, so can be used by any school regardless of phase, type or governance structure.

For further details on the NGA Website see Framework for Governance.  You might also usefully refer to 'Questions for Governors' which builds on the Framework helping governing bodies identify areas to celebrate or challenge in their schools, enabling them to work with their senior leaders to drive improvement.

NGA Skills Audit

This audit is a useful way of assessing the skills, knowledge and experience of your governing body. In the 2013 NGA/TES survey, 80% of respondents said their governing body uses a skills audit.  Of these, 78% used it to identify training needs and 45% used it when recruiting new governors.

DfE: External Reviews of Governance: What's Involved

Ofsted introduced external reviews of governance into the inspection framework in autumn 2012. The September 2015 School Inspection Handbook requires inspectors to recommend a review in any school where in their judgement ‘governance is weak’. Guidance on what is involved is available here.

This booklet has been produced to assist members of a GBDC when reviewing the decision of a Headteacher to exclude a pupil, either for a fixed period or permanently. It applies to both Academies and maintained schools.

It should be read in conjunction with the Department for Education’s (DFE) Guidance entitled, “Exclusion from Maintained Schools, Academies and Pupil Referral Units in England".

Education Funding Agency: Schools Financial Value Standard and Assurance (SFVS)

The SFVS helps schools to manage their finances and to provide assurance to the local authority that they have secure financial management in place.

As governing bodies have formal responsibility for the financial management of their schools, the standard is primarily aimed at them.

All Parliamentary Group on Education Governance and Leadership/NGA: Twenty One Questions for Multi-Academy Trusts

This follows on from the ‘Twenty questions every governing board should ask itself’ providing a separate dedicated set of questions aimed at Multiacademy
Trusts (MATs).

The main difference is the addition of a section on governance structures; MATs tend to have multiple layers of governance but their respective roles have not always been defined well. The structure of any organisation must be designed to enable the achievement of its core purpose – the core purpose of any school is to improve the outcomes for children and young people. Different MATs can and will have different structures – the key question for any MAT is whether the structure supports better outcomes for children and young people.

Although it is intended as a self evaluation tool the framework of questions provide a useful framework of questions for any governing body contemplating conversion to academy status to either ask themselves or any potential academy sponsor.

All Parliamentary Group on Education Governance and Leadership/NGA: Twenty Key Questions for the Governing Board to ask itself

Strong governance is essential for good schools. In too many schools, governing boards are not effective or confident enough. One of a governing board’s three key functions is to support and challenge headteachers; holding them to account so that pupils get the best possible education. But governing boards also need support and challenge.

A number of organisations, including NGA and the Key, have developed material to both help governing boards evaluate their performance using these questions, and to take action following the review to improve governance practice.

NCOGS: Online Participation - Guidance for School Governors

The way people communicate is starting to change, with use of the internet increasing throughout society. Easy to use tools such as social networking sites like Facebook make it a simple task to have conversations online and for people to share information, experiences and knowledge. Of course, most of us are very used to emailing, which continues to be a common form of communication for governors.

These present an incredible opportunity for school governors to communicate and collaborate more effectively – however it is one that comes with risks and governors must be aware of the implications of participating online in their official capacity.

This document published by National Co-ordinators of Governor Services (NCOGS) sets out the considerations governors should bear in mind when using the web, to ensure risks are mitigated and opportunities achieved.

DfE: Constitution of Governing Bodies of Maintained Schools - Statutory Guidance

This guidance is about the constitution of governing bodies and their size, membership and skills. It also explains the arrangements for the constitution of governing bodies of maintained schools constituted under the School Governance (Constitution) (England) Regulations 2012.

All governing bodies of maintained schools are required to be constituted under the School Governance (Constitution) (England) Regulations 2012 or the School Governance (Federations) (England) Regulations 2012, as appropriate, by 1 September 2015.

SCC: Model School Pay Policy 2014

This is a model document that schools may wish to adopt and or amend in respect to any areas of flexibilities highlighted, relative to their individual school context and the statutory provisions of the "School Teachers Pay and Conditions 2014" document.  See also "School Teachers’ Pay and Conditions Advice".

The School Teachers Pay and Conditions 2014 has been superseded by the School Teachers Pay and Conditions 2015 edition and an update to the Model School Pay Policy is pending.
